ALMATY, Kazakhstan (AP) ? A Russian Soyuz spacecraft carrying three astronauts and a consignment of fish successfully docked Thursday with the International Space Station after a two-day voyage.

The arrival of NASA astronaut Kevin Ford and Russians Oleg Novitsky and Yevgeny Tarelkin on Thursday brings the crew at the orbiting outpost to six.

Novitsky gently slotted the Soyuz craft into the Russian Poisk research module around 410 kilometers (255 miles) above southern Ukraine around six minutes ahead of the scheduled 1235 GMT (8:35 a.m. EDT) arrival.

The trio blasted off Tuesday from a Russian-leased facility in the southern Kazakhstan town of Baikonur.

Incoming cargo includes 32 guppy-like fish that will be used to test how conditions in space impact on living organisms.

Akihiko Hoshide, an astronaut with Japan's JAXA space agency, spent early Thursday morning preparing an aquarium on the Japanese experiment module called "Kibo," or Hope.

"The importance of these very small fishes is that they have bones and muscles just like human beings," Hoshide told NASA TV earlier this year before the start of his mission. "What we're trying to do is have them stay in space for a longer duration and then bring them down to look at their bone structure and muscles."

The hardy Medaka fish, which can grow up to four centimeters (1.6 inches), are considered particularly suitable for the study as they have transparent bodies that enable scrutiny of their internal organs.

A spacewalk by Hoshide and U.S. astronaut Suni Williams to repair an ammonia leak from the station's temperature control system is planned for next Thursday.

NASA says ammonia is pumped through the station's system to keep electronics and other equipment cool.

Another task in the frenetic workload over the incoming crew's first week in orbit will be the unberthing Sunday of a commercial Dragon cargo vehicle.

The capsule loaded with completed scientific experiments will splash down in the afternoon in the Pacific Ocean off the west coast of Baja California.

The growing capabilities of private space vehicle companies have boosted hopes that NASA will be able to focus increasingly on more ambitious exploration projects.

Earlier this month, California-based SpaceX successfully delivered supplies to the space station on Dragon, the first official shipment under a $1.6 billion contract with NASA. It calls for 12 such shipments.

MILWAUKEE (AP) ? Two Wisconsin lawmakers are pushing legislation to tighten the enforcement of gun rules in domestic violence cases, prompted by a fatal shooting rampage at a suburban Milwaukee spa.

Radcliffe Haughton, 45, bought a handgun just two days after his beleaguered wife obtained a restraining order against him. He used that weapon to kill her and two other women Sunday at the spa where she worked, before fatally shooting himself.

Sen. Lena Taylor said the shooting highlights the need for better enforcement of laws that require restraining order recipients to surrender their weapons.

"Across Wisconsin there are inconsistent standards, or sometimes none at all, for the collection of weapons owned by domestic abusers," the Milwaukee Democrat said Monday as she and Rep. Penny Bernard Schaber pushed for the bill.

Radcliffe Haughton's wife, Zina, secured the four-year restraining order against him on Thursday, at which point he was ordered to hand over all of his firearms to a county sheriff. It's unclear whether he turned in any weapons.

Around 11 a.m. Sunday, Radcliffe Haughton opened fire at the Azana Day Spa in Brookfield.

He had bought the .40-caliber semiautomatic handgun he used in the attack from a private owner on Saturday, according to police in Brown Deer, the Milwaukee suburb where Haughton lived. The seller did nothing illegal; private individuals are not required to conduct background checks or enforce a 48-hour waiting period as licensed gun dealers are under state law.

Three of the victims remained hospitalized late Monday.

Taylor's legislation calls for individuals who are subject to a restraining order to be forced to surrender their firearms within 48 hours or face arrest. The bill failed in 2010 largely due to opposition from the National Rifle Association and other gun-rights groups.

Tony Gibart, policy coordinator for the Wisconsin Coalition against Domestic Violence, supports Taylor's bill but admits it may not have done anything to stop Haughton.

"We don't know what would have prevented this situation," he said.

Jeff Nass, president of Wisconsin Force, an NRA-chartered state association, said the proposed law would be ineffective above and beyond the Haughton attack.

"It's just one of those things that make some people feel better," Nass said of the proposed law. "It's just like a restraining order. We know how effective those are. The tragedy is it's hard to understand how people think and what deranged people do."

Court records show that Haughton had terrorized his wife for years, including threatening to throw acid on her face, dousing her car with tomato juice and slashing her vehicle's tires.

The former car salesman was charged with disorderly conduct last year after police responding to a 911 call saw him point what appeared to be a gun at his wife from a window at their home. Officers took cover and a 90-minute standoff ensued. It ended peacefully.

But police said Monday they were never able to confirm a gun was involved because Zina Haughton wouldn't allow them into their home. The charge against Radcliffe Haughton was later dropped when a police officer failed to appear in court.

Police said the officer asked the prosecutor to reschedule but the prosecutor refused. A call to the prosecutor Monday evening seeking comment rang unanswered.

According to court records, Zina Haughton had told police her husband didn't own any guns. But she was concerned enough about her safety that she got a police escort when she went to the house earlier this month to pick up a few items.

When she drove to work after picking up the items, her husband was waiting in a car outside the spa. He leaned out of the vehicle and, in front of her and two co-workers, slashed her vehicle's tires, according to court documents. He was later arrested.

In her request for a restraining order, filed in that case on Oct. 8, Zina Haughton wrote that her husband accused her of cheating on him and had threatened to kill her if she ever left him. He also at various times had threatened to throw acid on her face and burn her and her family with gas, she claimed.

"His threats terrorize my every waking moment," Zina Haughton wrote.

Teen recalls at trial sex with ex-NY Giant Taylor

NEW YORK (AP) ? A teenager who has accused former New York Giants linebacker Lawrence Taylor of sexually assaulting her when she was 16 cried Tuesday as she described her encounter with the NFL Hall of Famer at the start of a civil trial.

Taylor pleaded guilty to misdemeanor charges of sexual misconduct and patronizing an underage prostitute for having sex with her in 2010 and is serving six years of probation. He leaned forward in his chair to watch the 19-year-old testify in U.S. District Court.

The teen, Cristina Fierro, who has since married, told a Manhattan jury hearing her lawsuit that she didn't know who Taylor was when she found him naked on a bed in a hotel room in Montebello, just north of New York City. She says another man forced her to have sex with Taylor for $300. She said she brought the lawsuit to hold Taylor accountable.

The Brooklyn-born Fierro, who grew up in Pennsylvania and New York, began weeping as she graphically described her meeting with Taylor, who says he believed she was 19 at the time.

"He said I had nice curly hair like his wife," Fierro recalled.

She said he told her she was pretty as he massaged her after she turned her back to him.

Fierro said she went to a bathroom to call her uncle, who told her to dial 911. She said she did so and left the phone in her bag, "waiting for shadows to come and banging on the door to come get me." But the police never showed up.

She said Taylor, who played in the NFL for 13 seasons and won two Super Bowls, got on top of her and she squirmed and tried to push him away but it "felt like I wasn't making a difference because of how big he was compared to me."

She said she told him it was her "first time" and he replied, "Just relax."

"It was really rough and painful," she testified, saying she felt suicidal several months later and began taking medication for depression, insomnia and anxiety.

Fierro testified that when the sex was over Taylor "just pulled out money and said, 'Here, can you turn the TV off on your way out?'"

When she returned to the car of the man who had ordered her to have sex with Taylor, she said, she called her uncle and told him in Spanish that calling 911 didn't work. The police were waiting when the car arrived back at the man's Bronx home. The man later was sentenced to seven years in prison.

Taylor's lawyer, Arthur Aidala, said in his opening statement that Taylor never used violence, never threatened Fierro and thought she was sent by a friend who offered "female companionship."

Aidala tried to mitigate the circumstances by noting that Taylor "did have sex with a woman who was 16 years, 11 months and three weeks old."

"I am not condoning what he did," Aidala said. "It's a crime he's been punished for."

He said the lawsuit, seeking unspecified compensatory and punitive damages, is "a money grab" because of Taylor's fame.

With cross-examination set to start Wednesday, Aidala asked the judge if he could tell the jury that a rape kit test showed the semen of two men including Taylor. The judge didn't immediately decide.

Taylor, who lives in Broward County, Fla., led the Giants to Super Bowl titles in 1987 and 1991. He was elected to the Pro Football Hall of Fame and the NFL's 75th Anniversary All-Time Team. He was expected to testify Wednesday.

The Associated Press doesn't normally publish the names of accusers in sexual-assault cases unless they agree to be named or identify themselves publicly, as Fierro has done.

Insurer Centene's 3Q profit plunges 87 percent

Centene Corp. said Tuesday it is suing Kentucky, a state that has generated heavy losses for the Medicaid coverage provider, as it reported an 87-percent plunge in third-quarter earnings.

The St. Louis-based company also cut its 2012 earnings forecast again.

Centene said it filed a lawsuit against Kentucky over the state's "failure to completely and accurately disclose material information." The company said last week that it is planning to end a contract to administer Medicaid coverage in Kentucky after starting it last fall.

Representatives of the Kentucky attorney general's office did not immediately return calls from The Associated Press seeking comment Tuesday morning.

Medicaid is the state and federally funded program that provides health coverage to the needy and disabled people. States hire private insurers to administer the coverage.

Centene's problems in Kentucky started shortly after its contract to work in the state began. In June, Centene slashed its full-year earnings outlook, citing in part an increase in costs from that state. The insurer said retroactive assignment of members in Kentucky was affecting its performance.

Uninsured patients are retroactively assigned to a Medicaid coverage provider after they go to a hospital to seek medical care. The insurer then becomes responsible for all medical services the patient receives, and this population can hurt an insurer because it creates more in claims than the insurer receives in premiums.

On Tuesday, the insurer said it took a $63 million hit in the third quarter because the premiums it is collecting in Kentucky aren't matching the medical costs it incurs for coverage in the state. The company last week warned it expected to take a hit of between $60 million and $70 million in the third quarter due to its Kentucky operations.

Centene's net income dropped to $3.8 million, or 7 cents per share, in the three months that ended Sept. 30. That compares to earnings of nearly $29 million, or 55 cents per share, in last year's quarter. Not counting the Kentucky hit and a gain from an investment sale, the insurer earned 47 cents per share.

Centene's revenue climbed 88 percent in the quarter to $2.45 billion, as the insurer added coverage in Kentucky, Louisiana, Missouri and Washington and expanded in Texas since last year's quarter.

Analysts expected, on average, earnings of 47 cents per share on $2.22 billion in revenue, according to FactSet.

Centene's membership rose 54 percent compared to last year's quarter to 2.5 million people. But its medical costs swelled 93 percent to $2.04 billion.

Centene cut its annual earnings forecast but raised its revenue guidance on Tuesday. It now expects 2012 earnings to range between 56 cents and 66 cents per share. That compares with a forecast it made in July for earnings of 95 cents to $1.15 per share.

The company expects premium and service revenue to range between $8.1 billion and $8.3 billion, up from $7.7 billion to $8.1 billion.

Analysts expect, on average, earnings of $1.50 per share on $8.3 billion in revenue.

Centene shares closed Monday at $38.41, down 3 percent since the start of the year.

The rate of global sea level change is reasonably well-established but understanding the different sources of this rise is more challenging. Using re-calibrated scales that are able to 'weigh' ice sheets from space to a greater degree of accuracy than ever before, the international team led by Newcastle University has discovered that Antarctica overall is contributing much less to the substantial sea-level rise than originally thought.

Instead, the large amount of water flowing away from West Antarctica through ice-melt has been partly cancelled out by the volume of water falling onto the continent in the form of snow, suggesting some past studies have overestimated Antarctica's contribution to fast-rising sea levels.

Using Gravity Recovery and Climate Experiment (GRACE) satellite data, the team calculated ice sheet mass loss by more accurately mapping and removing the mass changes caused by the flow of rock beneath Earth's surface.

Publishing their findings October 21 in the academic journal Nature, project lead Professor Matt King said the data meant we were at last close to understanding how Antarctica is changing.

"We have tried to weigh the ice in the past but GRACE only measures the combined effect of the ice changes and the land mass changes occurring beneath the Earth's surface," explains Professor King, Professor of Polar Geodesy at Newcastle University. "The step forward we have made is to provide a better calculation of the land mass changes so we can correct the satellite measurements to more accurately calculate the changes in ice mass alone.

"Our ice change calculations rely heavily on how well we can account for these important changes taking place beneath the Earth's surface. While the land beneath the ice is moving by no more than a few millimetres-per-year -- the thickness of a fingernail -that seemingly small effect significantly alters the rate at which we estimate the ice is changing.

"By producing a new estimate of the land motion we're effectively re-calibrating the scales -- in this case the GRACE satellite -so we can more accurately weigh the ice. And what we've found is that present sea level rise is happening with apparently very little contribution from Antarctica as a whole."

Because most of the Antarctic land surface is covered by ice it has been incredibly difficult to determine where it is rising and falling and by how much. That has meant GRACE data hasn't been able to contribute as much as it could to help scientists understand if Antarctica was growing or shrinking.

"We're now confident it is shrinking," says Professor King. "Our new estimate of land motion helps us narrow the range and shifts the best estimate to the lower end of the ice melt spectrum.

"Worryingly, though, the rate of shrinking has sped up in some important locations. The parts of Antarctica that are losing mass most rapidly are seeing accelerated mass loss and this acceleration could continue well into the future."

"The sea level change we're seeing today is happening faster than it has for centuries with just a small contribution from the massive Antarctic ice sheet. What is sobering is that sea levels will rise even faster if Antarctica continues to lose increasingly more ice into the oceans."

The research is part of a ?600,000 project funded by the Natural Environment Research Council (NERC) to investigate the changing mass of the Antarctic Ice Sheet.

Ice sitting on the Antarctic continent at the peak of the last ice age 20,000 years ago forced the rock beneath to deform and slowly flow away. After that time ice levels generally reduced and the rock within Earth's mantle more than 100km below the surface has been slowly flowing back in. That change affects the GRACE satellites in exactly the same way as ice moving into and out of the continent.

Since their launch in 2002, the GRACE satellites allow scientists to map Earth's gravity field every 30 days, mapping changes as mass moves around Earth's surface as well as below it.

Newcastle University's Dr Rory Bingham adds: "There are lots of measurements that tell us something about the recent state of the Antarctic Ice Sheet, but none of those measurements gives the complete picture.

"This research starts to pull that picture together, providing the most accurate GRACE estimate so far of Antarctica's contribution to sea level as a whole, as well as identifying which regions are changing and which are not.

Professor Mike Bentley, of Durham University, who was part of the project team said, "This project brought together a range of scientists including geologists, geodesists and computer modellers to work out the contribution of the Antarctic ice sheets to global sea level rise. We have shown that the Antarctic contribution is smaller than some previous estimates, but the ice sheet is changing very rapidly in some key regions."

Japanese court: Apple did not infringe on two Samsung patents ...

Samsung and Apple are waging a legal battle in courts all over the world. Though the decisions in the US, UK and Germany garner most of the attention, other cases in other jurisdictions are also making their ways through their court systems. In Japan, two rulings favorable to Apple were handed down in September and October, according to a report from the Asahi Shimbun.

In these cases, the Tokyo court said Apple's Japanese unit did not infringe Samsung's patents and denied the Korean manufacturer's request to ban the iPhone in Japan. The two patents in the Japanese cases cover the downloading of an app to a smartphone and the use of airplane mode to turn off a phone's cellular and wireless radios when flying.

US women tie Germany without Sundhage

BRIDGEVIEW, Ill. (AP) - Even Pia Sundhage would have had a tough time getting her team ready for Germany in two days.

Abby Wambach scored in the second minute, but the Americans were forced to settle for a 1-1 tie with the world's No. 2 team Saturday night after squandering several chances in the second half. Germany's Anja Mittag scored the equalizer in the 14th minute.

"It didn't feel funny without Pia," Wambach said. "What did feel funny is we haven't played much together. The fact we could get this result against a good German team is a credit to us."

Playing for the first time in a month, the Americans had several chances to score the go-ahead goal in the second half, including a short volley by Heather O'Reilly in the 75th minute that went over the crossbar. Alex Morgan played a ball in to an onrushing Wambach in front of the goal in the 80th, but defender Saskia Bartusiak stepped in front and headed it clear.

A minute later, Carli Lloyd was in great position on a corner kick, but no one could get the ball to her through the scrum in front of the goal.

"If you're not as sharp, some of those things don't fall for you," said Jill Ellis, the development director for the U.S. women's national teams who is serving as interim coach. "But the fact we created them is fantastic."

The draw in the matchup between the world's top two teams snapped a 14-game winning streak for the U.S. Six of those victories came at the London Olympics, where the Americans beat Japan 2-1 to win their third straight gold medal.

The Americans are 17-4-5 against the Germans, the only other team to win two World Cups or be ranked No. 1. The Americans are 6-0-3 in matches involving the world's top two teams.

"Our rhythm was a little bit off tonight," U.S. captain Christie Rampone said. "Hopefully we'll get that in the second game."

The teams play again Tuesday in East Hartford, Conn.

This was the Americans' first game without Sundhage, who stepped down in September after five years as. coach. Sundhage, who is now coaching her native Sweden's national team, led the U.S. to back-to-back Olympic titles, as well as their first World Cup final in 12 years. She finished with a 91-6-10 record, including 23-1-1 this year alone.

U.S. Soccer Federation President Sunil Gulati said this month that he hoped to select the new coach by late October or November, though it's possible the new coach might not start until January - especially if the coach is involved in an NCAA tournament.

But a lack of training time was a bigger challenge than the lack of a permanent coach.

The Americans would normally have had a training camp to prepare for a game like this. But the players have been on their own for most of the last month, since beating Australia on Sept. 19 in the third game of their post-Olympic victory tour. They only got back together Thursday, and had two days of practice before the game.

Germany, meanwhile, is in prime form as it gets ready for next year's European championships.

"In a game, it comes down to fitness, preparation and sharpness," Ellis said. "The reality is, we're in different phases of the cycle."

The Americans came out aggressive, testing German goalkeeper Nadine Angerer with a deep run in the first minute. She barely had time to tell her defense to pull it together when Morgan played a cross from the left side in to Wambach, who was wide open in front of the goal. Wambach poked the ball past Angerer, giving the Americans the lead and delighting the sellout crowd of 19,522.

It was Wambach's 147th career goal and 22nd this year.

Germany wasted little time responding back. Simone Laudehr chipped the ball over the defense to Mittag, who beat two defenders and drew Hope Solo out on the breakaway. That left her an easy shot over Solo's raised hands for the goal.

Germany also had several chances in the second half, sending at least two shots wide from close range and another over the crossbar.

"I'm not going to lie, I'm a little bit frustrated with the end result," Morgan said. "But the good thing is we have a game in a couple of days. I'll take my frustrations out then."

HBT: Jeter undergoes surgery to repair ankle

The Yankees just announced that Derek Jeter underwent surgery today in North Carolina to repair a left ankle fracture.

Jeter battled foot and ankle injuries down the stretch, but he suffered the fracture while trying to make a play on a ground ball in the 12th inning in Game 1 of the ALCS against the Tigers last Saturday. He?s expected to need 4-5 months of recovery time, which puts him on pace to be ready somewhere around the start of spring training in February if all goes well.

Any setbacks could put Jeter at risk for missing the start of the 2013 season, but Yankees general manager Brian Cashman told Bryan Hoch of MLB.com this week that a shortstop isn?t on his offseason shopping list and that he?s prepared to forge ahead with Eduardo Nunez and Jayson Nix as backups.

?I haven?t looked at that at this stage,? Cashman said. ?We do have Eduardo Nunez, we have Jayson Nix [as backups]. So it?s not something we?ve focused on, and I wouldn?t think that that?s something I would gravitate to.?

Jeter, 38, continued to defy father time this year by batting .316/.362/.429 with 15 home runs, 58 RBI and a .791 OPS while leading the majors with 216 hits. He is owed $17 million next season while his contract includes an $8 million player option or $3 million buyout for 2014.

State Health Officials Confirm First Seasonal Flu Cases - Lutherville ...

Four Baltimore-area children are the first confirmed cases of seasonal influenza, according to state health officials.

The four children, who are not being identified, are said to be doing well though one was hospitalized, according to a statement released Friday by the state Department of Health and Mental Hygiene.

The first confirmed case in 2011 was reported on December 30, health officials said.

"Flu is here earlier this year than last year, and we are seeing two different flu strains,? Frances Phillips, deputy secretary of Public Health Services, said in the statement. ?This really stresses the importance of getting the flu vaccine, and getting it as soon as possible. Fortunately, there is plenty of vaccine to go around.?

Influenza spreads from person to person through coughing or sneezing and direct contact with infected people and contaminated surfaces or objects. Symptoms usually begin one to four days after being exposed to the virus, and include fever, body aches, fatigue, coughing, and sore throat, according to state health officials, according to the release.

Yearly vaccinations are important because the strains of influenza that circulate change over time.

State health officials recommend the following people be vaccinated:?

• Children 6 months to 18 years of age.
• Persons 50 years of age and older.
• Pregnant women.
• Persons of any age with chronic medical conditions.
• Persons undergoing therapy, or with a condition that may weaken their immune systems.
• Persons caring for someone in these groups should also be vaccinated to avoid spreading the disease to them including healthcare workers, household contacts of individuals at risk for complications from the flu, and daycare or school workers.?

The heatlh department release offered the following tips to people who believe they have the flu.

• Contact your healthcare provider for management of flu symptoms or treatment of any complications.
• Get rest and drink plenty of fluids.
• Cover your mouth and nose when sneezing or coughing.
• Use alcohol-based hand sanitizers and wash your hands often.
• Avoid crowded places like shopping malls or public transportation.

State health officials also urge people to "avoid unnecessary visits to hospitals or other settings where people with other conditions may get your flu and be affected severely. Stay home from work or school whenever possible to avoid spreading the flu to your friends and coworkers."

Weekly updates on influenza activity in the state can be found on the state health department website.

The state has also set-up an internet-based influenza tracking survey to monitor influenza-like illnesses in people "who may not seek medical care," according to the release.

Residents can participate in the influenza survey by signing up on the department website.

NASA scientists expect the 2012 Orionid Meteor Shower to peak early on Sunday, but considering the stunning display Californians were treated to a few days ago, stargazers will see an impressive show all weekend.

NASA will be live streaming meteor shower views from its all-sky camera at Marshall Space Flight Center in Huntsville, Alabama. Bill Cooke, a meteor expert at NASA?s Meteoroid Environment Office, stated:

?Earth it passing through a stream of debris from Halley?s Comet, the source of the Orionids. Flakes of comet dust hitting the atmosphere should give us dozens of meteors per hour.?

Discovery News notes that the Earth will pass through the densest part of Halley?s Comet?s debris stream just before sunrise on Sunday morning, giving night owls a perfect reason to stay up all night and watch the show.

The Orionid Meteor Shower was named after the constellation Orion, because the meteors appear to radiate out of the constellation. If you have good enough weather, the meteor shower can be seen without the aid of a telescope. Just before dawn, viewers will want to look south to see the show.

If there are too many clouds in the sky, or it?s too cold, then NASA?s live stream, which can be seen below, will begin Saturday night at 11 pm EDT and will end Sunday morning at 3 am EDT. You can also click here to see NASA?s live chat, which will start shortly before 11 pm.

German court says collider won't ruin Earth

A woman concerned that the Large Hadron Collider (LHC) will create black holes and destroy the Earth lost a court appeal to shut the atom smasher down on Tuesday.

According to Phys Org, a higher administrative court in Muenster, Germany, rejected the German citizen's claims that the LHC, as it is known, will destroy the planet. The woman's attempts have also been rejected by a court in Switzerland.

"In view of the CERN safety reports for the years 2003 and 2008, a hazard of the proton accelerator LHC according to the state of science is impossible," writes the Justice Ministry of north Rine-Westphalia, translated from German by Google. (The LHC is located at the European Center for Nuclear Research, or CERN.)

The LHC sits on the border between France and Switzerland. It consists of a 17-mile-long underground ring lined with more than 9,000 magnets designed to smash particles together at high speeds. The purpose is to solve mysteries about the Big Bang, the origins of mass, and other basic physics questions. Most recently, the collider has been in the news for possibly discovering the Higgs Boson, a particle that theoretically gives other particles mass.

Before the atom smasher whirled to life in 2010, a number of LHC opponents raised fears that the instrument would have catastrophic consequences. A popular notion, that the collider would create mini black holes that would suck up the Earth, has been dismissed by experts as impossible. Even if the collider did manage to create a microscopic black hole, researchers have found that it would evaporate within one-trillionth or one-millionth of a second.?

Another theory, that the LHC might produce a strangelet, a theoretical particle that would then convert everything it touched into more strangelets, has been likewise dismissed. Such theories have lost steam in the wake of two years of uneventful research at the LHC.

Jobless rate falls in most battleground states

CLEVELAND (AP) ? Unemployment rates fell last month in nearly all of the battleground states that will determine the presidential winner, giving President Barack Obama fresh fodder to argue that voters should stick with him in an election focused squarely on the economy.

The declines, however, were modest. It's unknown whether they will do much to sway undecided voters who are considering whether to back Republican Mitt Romney or give the Democratic president four more years.

The statewide data released by the Labor Department on Friday provide one of the last comprehensive looks at the health of the U.S. economy ahead of Election Day, now a little more than two weeks away. Voters will get one more update on the national unemployment rate just days before the election. But the state reports matter greatly to the Obama and Romney campaigns, which believe the public's impressions of the economy are shaped mostly by local conditions rather than national ones.

In Ohio, perhaps the most crucial battleground state for both Obama and Romney, the unemployment rate ticked down last month to 7 percent from 7.2 percent, below the national average of 7.8 percent.

"I knew a lot of people who were laid off and now they're working," said firefighter Matt Sparling, an Obama supporter from Parma Heights, Ohio. "So something good is happening here."

Obama's team is banking on the president getting credit for improvements in Ohio's economy, particularly for the bailout of the auto industry, which has deep roots in the Midwestern swing state. But Romney has opportunities to run on the economy in Ohio, too. The state actually lost nearly 13,000 jobs in September and the drop in the unemployment rate was probably due in part to people dropping out of the job market.

Obama's campaign released a new ad in Ohio on Friday, touting the president's rescue of General Motors and Chrysler. Without the auto bailout, one man in the ad says, "Ohio would have collapsed." Another man says, "Mitt Romney would have just let us go under ? just let them go bankrupt." The ad's tagline shows the map of Ohio with the words: "Mitt Romney. Not one of us."

The president didn't mention the state jobless numbers during a campaign stop Friday in Virginia, one of two battleground states where the rate didn't drop. It held steady at the relatively low level of 5.9 percent.

Spirited on other topics, Obama quipped in a raucous rally at George Mason University that a case of "Romnesia" was preventing his opponent from remembering his own stances on health care, energy and a slate of policies.

"He's forgetting what his own positions are ? and he's betting that you will, too," Obama said. "We've got to name this condition that he's going through. I think it's called Romnesia."

Romney was headlining a rally in Florida Friday evening after spending much of the day in New York meeting with advisers.

The candidates were stepping off the campaign trail this weekend for debate preparations ahead of Monday's third and final face-off in Boca Raton, Fla. Romney was staying in South Florida to practice, while Obama and top aides headed to Camp David, the presidential retreat in Maryland, to prepare for the foreign policy-focused debate.

International issues competed with the economy for voters' attention Friday, as fresh questions arose over what the White House knew when about the deadly attack on Americans in Libya.

Republican vice presidential candidate Paul Ryan accused Obama of stonewalling, telling Milwaukee radio station WTMJ that the president was refusing to answer even basic questions.

"His response has been inconsistent, it's been misleading," Ryan said.

Romney and Ryan have criticized the administration for saying at first that the attack was a spontaneous mob reaction to an anti-Muslim video on YouTube when they now acknowledge it was a terrorist attack. U.S. officials told The Associated Press that the CIA station chief in Libya reported to Washington within 24 hours of the attack to say there was evidence it was carried out by militants, although it's unclear who received that information right away.

Despite increased focus on Libya, the economy remains the No. 1 election issue for most voters.

Friday's jobs report showed the unemployment rate falling slightly in seven battleground states: Colorado, Florida, Iowa, Nevada, North Carolina, Ohio and Wisconsin. Rates held steady at 5.7 percent in New Hampshire and 5.9 percent in Virginia. Unemployment in both states has long been well below the national average.

Nevada's 11.8 percent rate is the highest nationally. Iowa has the lowest battleground state rate, with 5.2 percent out of work.

Obama has staked his re-election prospects on the notion that the economic crisis he inherited is easing. He's been backed by positive trends for a handful of recent economic indicators, as well as polls showing the public's view of the economy is improving.

But millions of Americans are still out of work, giving Romney an opportunity to cast the president as ineffective in solving the country's economic troubles. Romney, too, has plenty of economic data to back up his argument, including disappointing earnings reports Friday from major companies, including Microsoft and McDonald's.

Both campaigns say the last round of data released ahead of Election Day is unlikely to sway voters who have been living the reality of the economic downturn and weak recovery for more than four years.

John Patterson, 25, a recent college graduate from North Carolina, said he doesn't have to look at unemployment numbers to know things aren't good in his home state. He's sent out resumes and had a few interviews but is still unemployed.

Patterson voted for Obama four years ago, but says he's not sure he'll do the same this time around.

"Things haven't really changed, have they?" he said. "I mean, too many people are still out of work."

Back in Ohio, Diana Huddleston said the falling unemployment rate has done little to help her personal economic situation. Her husband lost his jobs a few years back when an aluminum producer in the region cut back. He eventually found work as a dishwasher, Huddleston said, but that position comes with much lower pay.

Huddleston says she doesn't plan to vote in the presidential election because "nothing is going to change here."
