Chart shows delegates won by GOP presidential candidates since January

WASHINGTON (AP) ? President Barack Obama called Mitt Romney to congratulate him on winning the Republican nomination on Wednesday, just as the Democrat's campaign opened a new critique of Romney by focusing attention on his economic record as governor of Massachusetts.

The president told Romney "he looked forward to an important and healthy debate about America's future," Obama campaign spokesman Ben LaBolt said. Romney's campaign said the call was "brief and cordial." Both men wished each other's families well during the upcoming race.

Romney's primary win in Texas on Tuesday pushed him past the 1,144-delegate threshold he needed to claim the nomination.

Obama took the formal step of congratulating his opponent even as his team looked to shift to the Massachusetts story under Romney. Romney's campaign, meanwhile, was bringing attention to failed stimulus projects under Obama and federal money given to green energy companies like Solyndra, a solar firm that received hundreds of millions of dollars from the government only to go bankrupt.

The competing attack-lines came as Romney pivoted from a long primary slog to the Republican nomination and a new summertime window to sway voters who have not yet fully tuned into the presidential campaign. Romney hopes to present himself as a worthy replacement for Obama who can help revitalize a slow-moving economy, the most important issue for voters.

The country is "just beginning a general election, we've gone through a primary ... not a lot of people focus time on the characteristics of a new candidate like myself, and people will get to know me better. My guess is they're going to get to know more about me than they'd like to by the time we're finished," Romney said in an interview on Fox News that aired Wednesday but was taped over the weekend.

For months, Obama and his allies have signaled plans to target Romney's Massachusetts record, with advisers noting that the state's economy lagged in job creation and saw an increase in debt while he was governor from 2003-2007. The critique will build upon a line of attack this month of Romney's record at private equity firm Bain Capital, which Obama's team contends led to job losses and bankrupt companies even while Bain profited.

"There's nothing that Gov. Romney did either in the private sector that created jobs or in the public sector that distinguished himself as a job creator," Maryland Gov. Martin O'Malley said Sunday on NBC's "Meet the Press."

Republicans contend that Obama's critique of the Bain record will backfire because it will give voters the impression that he is anti-business. The focus on Obama's green energy record, including Energy Department funding for companies like Solyndra, gives Romney a chance to rebut Bain because Republicans say Obama essentially played the role of venture capitalist by investing government money in green energy companies.

On Tuesday, Romney raised money in Las Vegas with Donald Trump, the real estate mogul who has stoked doubts about whether Obama was born in America. It was the start of a weeklong push to raise millions of dollars during a West Coast trip designed to help Romney bring in as much cash as possible ahead of a ramped-up campaign schedule later this summer.

The former Massachusetts governor was looking to take advantage of his official claiming of the nomination, a triumph of endurance for a candidate who came up short four years ago and had to fight hard this year as voters flirted with a carousel of GOP rivals. According to the Associated Press count, Romney surpassed the 1,144 delegates needed to win the nomination by winning 105 delegates in the Texas primary, pushing his total to 1,191 delegates.

Romney must now fire up conservatives who still doubt him while persuading swing voters that he can do a better job fixing the nation's struggling economy than Obama. In Obama, he faces a well-funded candidate with a proven campaign team in an election that will be heavily influenced by the economy.

Romney has scheduled fundraisers this week in wealthy California enclaves like Hillsborough, near San Francisco, and Beverly Hills. He has at least one major fundraising event every day for the rest of the week, as well as a series of smaller events.

Nelson mayor behind local government push

A disconnect between local government and the provincial and federal governments was apparent to Mayor John Dooley after meeting with 86 other community leaders at last week?s inaugural BC Mayors? Caucus.

?I was going over there with an open mind, but it was actually very interesting to see that most people are facing the very same challenges in the province regardless of the location or size of their communities,? said Dooley.

While no action items were agreed upon, the mayors announced in a press release on Friday that they support the following statement:

?BC communities are frontline service providers for our citizens and we are seeking a new partnership with the provincial and federal governments in the best interests of all of our communities. The BC Mayors? Caucus requests an immediate discussion on the efficient use of existing resources to better address the challenges our residents face.?

Dooley said there are too many programs that are changing both at the provincial and federal levels that now have to be picked-up by the municipal governments.

?They are just being abandoned for the most part by the province or the feds and we?re left holding the bag,? he said. ?A prime example is housing and social services. The ad hoc way in which grants are handed out and the parameters around which grants are handed out, there is not common sense attached to them.?

The mayors broke into smaller groups during the Mayors? Caucus held in Penticton and Dooley was surprised at how similar the topics of conversation were between the different communities.

?I went through a similar exercise a few years ago at the Federation of Canadian Municipalities and an example of what came out of that was the infrastructure deficit,? he said. ?It was an exercise that clearly indicated that was a challenge from coast to coast to coast. The same thing happened at the Mayors? Caucus.?

A steering committee was formed at the Caucus including nine mayors who will decide on a list of action items leading up to the next meeting prior to the meeting of the Union of British Columbia Municipalities.

?I really don?t think people going to Penticton had any idea that we would be on similar page at the end of the day, had we known that I think the meeting in Penticton would have been more action oriented,? he said.

?The bottom line is we want to be thoughtful about this decision and we want to be very calculated in how we manage going forward because we expect results,? he said. ?There is no point in going out with two barrels blazing without being able to support fully our requirements and a strategy not only for us to manage the requests but also for the province and the feds.?

The long arm of the law finally caught up to Armin Christian.

The?convict, who escaped from a South Carolina prison facility on Christmas Day more than three decades ago, has been arrested in Rhode Island, where he apparently had been living a low-key life for years under an assumed name, authorities said Thursday.

The 65-year-old Christian, whose last name has also been spelled Christain, was taken into custody Wednesday as he left an apartment in Bristol, R.I., said?Rhode Island State Police Capt. Michael J. Winquist.

Upon seeing the cops, the fugitive apparently immediately realized?his three-decades-plus stint of freedom was coming to an abrupt end.

?As soon as we approached him he made a statement that he knew why we were there. He said?that he had planned to straighten the situation out by returning to South Carolina,? Winquist told msnbc.com.

Christian waived extradition and was being escorted back to South Carolina on Thursday.

Christian had been on the lam since Christmas Day 1980, when he escaped from the now-defunct Piedmont Work Center near Greenville, S.C. He was one month into an 11-month sentence for domestic non-payment of child support at the time.

His capture came after South Carolina corrections officials received a confidential tip that he was living in Rhode Island under an assumed name.

The tip led Rhode Island police this week to a multi-apartment residence in Bristol. Police conducted surveillance and arrested Christian as he emerged from the building Wednesday morning.

Winquist said the fugitive had been using the aliases ?Chris Christen? and "Chris Christian,? and had a Rhode Island driver?s license under one of those names. His 1980 ?Wanted? photo showed him with brown hair and a beard; when he was arrested he had a shaved head, mustache and glasses, Winquist said.

?He looked his age. He looked like a normal 65-year-old white male,? Winquist said. ?People in the neighborhood knew him under his alias name and had nothing but positive things to say about him.?

Christian lived alone and had been working as a handyman doing odd jobs in the Bristol area, police said. He reportedly told officers he lived in several states, including New Jersey, Maryland and Florida, before coming to Rhode Island in 1988.

There?s no evidence that he has committed any crimes in any state since his escape, Winquist said.

?Usually when someone escapes from a facility and has criminal background they end up coming into contact with some type of law enforcement. This person, I think it?s quite unusual that he led such a low profile for 32 years without having any new cases or new arrests from what we can tell,? the police captain said.

?Thirty-two years without being captured is pretty amazing.?

Meatballs Recipe

Meatballs:

1?pound(s) ground beef

1?cups Italian seasoned breadcrumbs

2?medium onion, chopped fine

4?garlic cloves, crushed and minced

2?teaspoons crushed red pepper flakes

3?teaspoons Worcestershire sauce

5 slices of Bacon (sliced into 1? pieces)

Kosher salt (*to taste)

Black Pepper (*to taste)

4?large eggs

Spicy Meat Sauce:

2 tbsp. olive oil

Crushed red pepper flakes (*to taste)

Kosher Salt (*to taste)

1 (6 oz.) can?tomato paste

2?can(s) (28 ounces each) whole San Marzano tomatoes, chopped

Instructions:

Meatballs:? Combine the meatball ingredients; shape into 1-inch balls. Place in slow cooker; top with sauce (*recipe below). Cover with lid. Cook on LOW 6 to 8 hours (*or on HIGH 3 to 4 hours).

Sauce:? Heat olive oil in a large saucepan over medium heat.? Add tomato paste; add pepper flakes; cook, stirring, season with salt and cook, stirring, 5 minutes more.? Add canned tomatoes and bring to a boil; immediately reduce to a simmer and cook, stirring occasionally, for 35 minutes.

Serve!
